Since we have been discussing vehicles a lot. Your agenda is to propose ideas to even out the power level gap between vehicles and units. So far we've established units should be necessary for a vehicle to even come into play, there is a proposed anti-vehicle status ailment, (but equally an anti-unit one) and units have higher resource costs obviously...
But vehicles will dominate as soon as they hit the field with their higher end stats, attacks, and frankly fluff wise it would only make sense for vehicles to do most of the dominating/destruction of opponent's lands. Meaning more resources for them to bring in even more vehicles and less for the opponent.
